Public Welfare Department is chartered.

Originally the Overseers of the Poor, its first board was named in 1690 and consisted of 12 unpaid residents of the city selected by the mayor. The agency is renamed in 1921 and abolished when the state assumes authority to administer welfare in 1968.*
